Sockpuppeting is using a second account for malicious purpose, such as tipping a vote or vandalizing.
It is not simply creating another account. However, you have to announce that account and place a link back to you on it's user page.

- Also, the only way to have two backup accounts is to have the one(s) you don't want use blocked indef before you make another one.
